This is a summary of the evaluation findings for the second phase of Lutheran World Relief’s Typhoon Haiyan emergency response program, which focused on livelihood recovery. We commissioned TANGO International to independently evaluate the program and provide recommendations for future Lutheran World Relief emergency responses.
